Our story begins in Salem, Oregon. 

It’s 1993, and a newspaper headline reads, “Salem Plagued by Youth Gangs.” Senator Peter Courtney convenes a blue-ribbon Gang Intervention Task Force in response to the crisis. It’s an all-hands-on-deck situation. But after a couple meetings, it becomes clear that one essential group is missing: faith leaders. 

“Where are the clergy?” Senator Courtney asks, and begins inviting faith leaders to the table. As invitations are extended it becomes clear that what Salem needs is someone or something who can mobilize the faith community to make their unique contributions to community wide solutions.

In response, a group of local business owners and faith leaders gathered to study possible organizational models, and their search led them to Leadership Foundations, a global network committed to a contextual approach that harnesses the spiritual and social vitality of cities.

In October 1996, Salem Leadership Foundation (SLF) was formed, and Sam Skillern was hired as Executive Director. Sam’s passion for connecting churches with Salem/Keizer neighborhoods led to many local churches discovering or deepening their practice of the sacred art of servanthood.

In 2006, the Churches as Neighborhood (CaN) Centers network was established. Churches from across the community began to meet regularly to connect, learn about local resources, and be mobilized to love and serve their neighborhoods.

In 2016, SLF began managing Neighborhood Partnership Teams (NPTs). NPTs connect neighbors, business owners, school staff, and non-profit representatives to learn more about local organizations, initiatives, and volunteer opportunities. Group members can submit a funding request toward their local project or program that builds connection and increases overall community health.

In 2025, under the leadership of Executive Director, Kyle Dickinson, SLF launched the Non-Profit Development Cohort to build capacity and deepen connections amongst local fundraising professionals. By investing in the long-term success of local fundraising professionals, SLF is helping to build a stronger, more resilient non-profit sector and local economy.

Salem Leadership Foundation connects, resources, and mobilizes networks of neighbors, churches and non-profits for the flourishing of everyone in our community. We are inspired by our Christian faith to work for the peace and prosperity (Shalom) of our city (Jeremiah 29:7).
